The 2013 USA Cycling Masters Track National Championships Best All Around Rider Competition.You must score points in order to be listed in the Best All Around Rider Competition. The point spread for the competition is 1st=9 pts, 2nd= 7pts, 3rd=6 pts, 4th=5 pts, 5th= 4 pts, 6th=3 pts,7th=2 pts and 8th=1 pts.
